Central Library Documentation & Information Centre (CELDIC) is one of the major programs of CDL that collects and disseminates development information. It has developed a knowledge network to facilitate the sustainable, effective, appropriate and affordable exchange of information at local, national, regional and global levels. CELDIC’s program activities are;
Central Library : Fully automated CDL’s affluent library has 15,000 valuable books and Research Reports on various development issues and subscribes 12 dailies, 210 titles of journals, magazines, newsletter, bulletin and other publications published by different institutions, national and international organizations in a regular basis. CELDIC prepares newspaper clipping on 52 titles and 8 compilations on 7 regular issues (women, education, Human rights, children, health, environment and natural disaster) and one current issue of common interest both are preserved in the library. The library is remains open from 9.00 am. to 5.00 p.m. 5 days a week.
Information sharing: Issue-based awareness building, lobbying and advocacy through promotional activities is one of the focused activities of CELDIC. CELDIC shares development information with the people through different means which includes burning social, national and global issues through its regular programs e.g. study circles, book fair, seminars, workshops, networking meeting, day observations, current awareness services and selective dissemination of Information. All these activities help people to share information and gather new knowledge.
Capacity development: CELDIC considers capacity building of its users, Youth Forum members and library and information managers as one of its most important tasks. CELDIC arranges 5-day courses on CDS/ISIS for the concerned professionals. Besides in order to prepare the youth communities for carrying out various social development programs, CELDIC arranges training programs for the youth community to enrich them with necessary knowledge, information, techniques and technologies so that they can give leadership and play an active role in implementing various development activities. CELDIC also arranges Basic Computer Training Course for the youth community and service holders.
Internship: CELDIC started the provision of internship program in 1995 to create scopes and opportunity for the young fresh graduates through on the job training. The interns receive hand-on training on ICT, information management, organization of events, etc. and acquire invaluable experience by working with different sections of CDL.
ICT services: To ensure the reader members’ access to various information and communication technologies, CELDIC has set up ICT corner consisting of eight computers, one printer, one scanner and broadband Internet connection. It helps the library users to get their required information within a short time at nominal cost.
Audio visual services: In order to promote the dissemination of development messages to the larger cross sections of the community, CELDIC provides audio visual service. CELDIC extends support to many organizations to get audio visual materials on different development issues for effective implementation of their education, advocacy and training program.
Networking: CELDIC has established a strong network with individuals, institutions and organizations through CELDIC program. Each of the CELDIC program means an introduction with the new individual, institutions and organizations. Till now CELDIC has successfully established network with about 200 NGOs, 2 universities and many individual professionals which include teachers, researchers, policy makers, intellectuals, NGO activists, students, journalists etc.
Training
CELDIC considers capacity building of its users, youth forum members and library managers as one of its most important tasks. CELDIC arranges 5-day course on Computerized Documentation System/Integrated Set of Information System (CDS/ISIS) for the information professionals.
To help the larger cross sections of people and young professionals effectively cope with the challenges of modern times, CELDIC is going to start a program from January 2009 to train young people on ICT, who will be able to implement ICT based activities in their personal and professional life.
CELDIC has plans to arrange training programs and workshops for various forum members of CDL, especially the Youth Forum members on wide-ranging issues, such as leadership, gender issues, climate change, HIV/AIDS.

Internship
The aim and objective of the program is to create information worker in the field of development. The students of the Department of Information Science and Library Management, University of Dhaka, University of Rajshahi and Lalmatia Mohila College, are currently undergoing in-service training in CDL after completing their Masters' examination. So far more than 80 students among then 58 are female students have completed their Internship at CDL. The students are getting hands-on training on documentation of development information, computerized information storage and retrieval systems, operation of E-mail, Internet etc. This program is making a great impact. Students, especially the female, are developing their skill in information management. At the same time, they are strengthening the network of CDL. Former Interns have formed an Internees Association which holds different programs to strengthen their professional and organizational capabilities.
CELDIC Youth Forum
This year CELDIC has formed a youth forum engaging the youth of the adjacent area in order to prevent depreciation of youth community and make them volunteer development worker by developing their consciousness, talent and leadership skill. The students of class IX to Post graduate level, who are interested to participate various social development activities voluntarily and don’t have direct involvement with any political party are competent for being Central Youth Forum member. At present 60 youth including 15 girls has become central youth forum member.
The underlying aim of the forum formation is to guide the young generation to be an enlighten person, encourage them to read contemporary books, reports, journals, magazines, etc provide opportunity for their social, educational and cultural development, enrich their knowledge in modern technologies, conduct constructive recreational activities to develop their creativity, develop their leadership skill by providing training, increase their participation in social service initiatives and make them conscious to work for the disadvantage community people e.g. destitute women, underprivileged children, persons with disability of the society.
At present the forum members are engaging themselves in carrying out youth focused programs like different day observations, publish wall magazine, cultural program, and discussion meeting on wide ranging development issues. They also assist the implementation of CDL’s program activities including their own programs.
ICT Corner of CELDIC: To bridge the digital divide and help people to cope with the current and future challenges of this globalized world, CELDIC has set up a well organized ICT corner with eight PCs, one printer and one scanner. It is open for all. The users can browse the Net at a nominal price. Browsing rate is Tk. 15 per hour, printing charge Tk. 05 per page for black & white and Tk. 10 for colour page, Tk. 15 per colour image sheet, Tk. 05 for per page scanning. ICT corner remains open from 9.00 to 17.00 hours five days a week.
Audio Visual
CDL rightly sensed the serviceability and potential of audio-visual media for strengthening its social development campaign and set up an affluent Audio-visual division. The division is capable of producing video documentation starting from script writing, storyboard development, shooting, set designing, language versioning, animation and computer graphics, etc. CDL has so far produced 22 video documentaries on various critical and urgent development issues including natural disasters, environmental degradation, gender etc. As part of its organizational restructuring process, the AV section has been merged with the CELDIC program in March, 2004.
The International Television Trust for the Environment (TVE) is an international non profit organization working globally to raise awareness of environment, development, health and human rights issues through media. To facilitate the media related activities globally, TVE has established Video Resource Centre (VRC) network throughout the world. In Bangladesh CDL is only one member of VRC network. As a VRC member CDL get all new production of TVE. CDL also get funding and technical support for language versioning, marketing, distributing and public screening of the international films and documentaries. At present CDL have 258 cassettes, CDs and DVDs of TVE films in its stock.
Last year CDL made language version of a documentary titled “The Light and Shadow of Pesticides” into Bengali produced by TVE (Television Trust for the Environment) Japan. The video documentary was sent to CDL’s 24 RIRCs for public screening.
